The document sets forth requirements for the construction of personnel positioning, and mandates the implementation of an alarm function when the number of operating personnel inside warehouses exceeds the approved quota.

This document elaborates on the construction contents and technical requirements of personnel positioning systems, and specifies functional requirements for fireworks and firecracker enterprises in building such systems, including personnel quantity identification, intrusion detection, and electronic fencing.
1.Open API interfaces enable rapid secondary development in line with actual business scenarios.
2.The positioning engine obtains real‑time terminal positions through calculation, and the data is pushed to the business layer via the MQTT protocol. Business logic is controlled based on location information, and external APIs are provided.
3.The backbone transmission network adopts a wired/wireless transmission mode based on optical fiber and 4G. 4.Position awareness is implemented using UWB + BLE positioning technology. Meanwhile, a low‑power wireless data transmission network based on ZigBee technology, cameras, and environmental sensors is integrated, together with access control execution devices.
Solution | uBeacon + Beidou Satellite Fusion Positioning
UWB beacons adopt UWB positioning technology, enabling sub-meter level high-precision positioning.
Low Cost:
Compared with traditional UWB positioning products, the hardware cost of UWB beacons is significantly reduced while ensuring high precision.
Integration with the outdoor Beidou Satellite Positioning System improves engineering deployment flexibility and further lowers the overall project implementation cost.
The Beidou Satellite Positioning System can be used in the initial stage, and UWB beacons can still be added later to upgrade to high-precision positioning as required, avoiding redundant system construction.
No Wiring Required:
Beacon devices are powered by internal batteries and transmit signals wirelessly, requiring no cabling during deployment, enabling fast installation and convenient operation and maintenance.
Long Battery Life:
The uBeacon provides a battery life of more than 5 years.
Solution | Wireless Mode (Installed Inside Warehouse)
Deployment Scheme:
Install one UWB beacon device inside and outside the entrance/exit of each warehouse respectively. Personnel shall wear positioning tag cards, and warehouse entry/exit information shall be transmitted back to the system background via 4G or low-power Internet of Things. The deployment diagram is shown below; beacons outside adjacent exits can be reused.
Function Implementation: Warehouse Over-Capacity Operation Alarm & Warehouse Entry/Exit Record Statistics
The system automatically identifies and counts the number of personnel in the warehouse based on the sequence of personnel passing through the base stations when entering or exiting. An alarm is automatically triggered when the number of personnel exceeds the quota (alerts are issued on both positioning badges and the background).
The system can record the entry and exit of personnel wearing positioning tags daily, and can link with on-site video to enhance on-site situation awareness and improve operation safety management capabilities.
Solution | Wireless Mode (Installed Inside Warehouse)
Deployment Scheme:
Install additional UWB beacons in indoor areas (at least 4 beacons are required for 2D positioning in one room/warehouse). For outdoor areas, either add UWB beacons or directly use satellite positioning (deployment diagram shown on the right). This achieves full coverage of continuous indoor and outdoor 2D positioning in the secondary access control area. Personnel tags can send real-time and accurate location data back to the system backend via 4G or low-power IoT networks.
Function Implementation:
Continuous indoor and outdoor positioning, regional over-capacity operation alarm, regional entry/exit record statistics, track playback, etc.
Through real-time, accurate and continuous positioning, the system supports functions including real-time location viewing of all on-site personnel, entry/exit statistics for any area, track playback, video linkage, emergency evacuation guidance, and more.
Solution | Wireless Mode (Installed Outside Warehouse, Not Recommended)
Deployment Scheme:
In areas where positioning base stations are not permitted to be installed indoors, one UWB beacon device shall be installed outside the entrance and exit of each warehouse. Personnel shall wear positioning tag cards, and warehouse entry and exit information shall be transmitted back to the system background via 4G or low-power Internet of Things. The deployment diagram is shown below.
Function Implementation: Warehouse overcapacity operation alarm & warehouse entry and exit record statistics
The system identifies and counts the number of personnel in the warehouse through algorithms based on whether personnel pass through the coverage area of the base stations when entering or exiting the warehouse. An alarm will be automatically triggered when the number of personnel exceeds the quota (alarms are activated on both positioning badges and the background).
The system can record the entry and exit of personnel wearing positioning tags on a daily basis, and can be linked with on-site video to enhance on-site situation awareness and improve operation safety management capabilities.

Deployment Scheme:
On the basis of Scheme 1, deploy additional UWB beacons to cover blind spots in other areas inside the entire second gate, and install extra entrance/exit beacon devices for the second gate zone. Personnel shall wear positioning tag cards, and their area location information can be transmitted back to the system backend via 4G or low-power IoT networks. The deployment diagram is shown on the right.

Personnel counting inside the second gate & entry/exit record statistics inside the second gate
With full positioning coverage inside the second gate, the system can count the number of personnel entering the second gate and each warehouse in real time. An alarm will be triggered automatically when the number exceeds the authorized quota (alerts are issued on both positioning badges and the backend).
The system can record the entry and exit of personnel wearing positioning tags in warehouse areas on a daily basis, and can be linked with on-site video surveillance for convenient post-event review.
Solution | Wired Mode
Install one UWB positioning base station inside and outside the entrance and exit of indoor warehouses in hazardous areas, and deploy positioning base stations outdoors in hazardous areas according to the regional area. Install communication base stations in safe areas; each communication base station is equipped with 4 RS485 interfaces, and each RS485 interface can support data transmission and power supply for 4 positioning base stations. Personnel shall wear positioning tag cards, and warehouse entry and exit information can be transmitted back to the system background through the communication base stations in safe areas.
